Negalvok, kad MB+CPU+RAM+*DD+*** taip labai lengvai praryja simtus W.

R9 270/270X TDP yra 150W-180W << sitas intervalas man +/- patinka (nemazai galios, ne per daug silumos)
R9 280 ir galingesnes - TDP jau 250W-290W << papildomas 100W silumos, galios, PSU bei laidu steso ir t.t.

So.. GPU - koks 180W ... CPU - keturgalviui koks 100W .. matke/ram/*dd/fan koks 70W..
Itariu cia su rezervu.. susiskaiciuoja ~350W .. orientuojames, kad dabar viska eda is 12V..
Tai klausimas ar suvedinet Full/Stress load'a i tuos optimalius 50% PSU galios?.. 
t.y. 700W PSU - ant load'o isnaudosi apie puse jo galios.. ar imt 500W PSU (tada 350W bus 70% jo galios).
Kitas dalykas, ar geimas apkraus visus komponentus iki 350W.. jei sieks tik 250W tai tas 50% yra nuo 500W PSU.

Tavo turimas PSU vienas pigiausiu .. 400W .. su Max_336W_is_12V << gal visai nedaug ir truksta..
Tik 400W ne ta galia, kuri vienas pigiausiu, nors ir padoresnio brando PSU, kai viduj sedi R9 270 (ne top, bet jau gan rimta).
