The only case where I know of a problem is if the message you are replying
to was on MIME/Quoted Printable.

This is a long term bug that exists in both Windows Mail and OE.
The bug prevents indenting when the quoted text was written using the
MIME/Quoted-Printable format. The bug has been fixed in Windows Live
Mail, to which you are welcome to upgrade
