The Treasury Department sold $24 billion in 10-year notes on Wednesday 
at a record low yield of 2.14%, significantly below the level traders 
expected. Bidders offered to buy 3.22 times the amount of debt sold, up 
from an average of 3.01 times at the last four sales of new 10-year notes.
